VSEBT received an unqualified opinion for its 2015 audit. An unqualified opinion is the best possible audit outcome, meaning that there are no areas for concern, comment or revision. Since the inception of Valley Schools in 1987, we have had unqualified opinions on all audits, for all trusts and pools, every year. 


Pursuant to A.R.S. 11-952.01, Valley Schools is subject to regular examinations by the Arizona Department of Insurance and audits every year conducted by an independent Certified Public Accounting firm.

Competitive Negotiation

With over 30,000 member lives, Valley Schools EBT is able to negotiate the most competitive rates in the state on insurance products and services. These savings are passed on to our school district and municipality members and their families. One recent negotiation for life insurance saved 21% off basic life insurance rates for all members and included a three-year rate guarantee. VSEBT renegotiates and seeks better prices and services on a constant basis.

Pooling Resources

By pooling, districts and municipalities have a much lower administrative cost for acquisition. It also reduces administrative work on appeals, claims, documents, legal, vendor management and committee work. The ability to negotiate during annual rate renewals with multiple vendors, if necessary, creates the benefit of a continuous best and final.  No district on its own would be able to have specialty staff working for them year round to produce these savings.
